The draft EIS documents the views of governmental agencies, non-governmental organizations, affected Indian tribes, the public, the license applicant, and Commission staff. The staff of the Federal Energy Regulatory Commission (FERC or Commission) has prepared an environmental assessment (EA) on the natural gas pipeline facilities proposed by Texas Eastern Transmission, LP in the above-referenced docket. The EA was prepared to satisfy the requirements of the National Environmental Policy Act. The staff concludes that approval of the proposed project, with appropriate mitigating measures, would not constitute a major federal action significantly affecting the quality of the human environment. The EA assesses the potential environmental effects of the construction and operation of a 1,083 horsepower (hp) uprate of an existing compressor; the installation of an additional compressor (13,333 hp); and the abandonment of four existing reciprocating gas compressors (5,400 hp); as well as associated valves, piping, and appurtenant facilities at Texas Eastern’s existing Holbrook Compressor VerDate Aug<31>2005 17:25 Sep 18, 2008 Jkt 214001 Station in Richhill Township, Greene County, Pennsylvania. The project also includes a 1,650 hp uprate of an existing compressor at Texas Eastern’s existing Uniontown Compressor Station in Uniontown Township, Fayette County, Pennsylvania. The project would provide 150 dekatherms per day (Dth/d) of new capacity from Clarington, Ohio, to the Delmont Discharge in Pennsylvania. The project would provide a means for providing northeast markets with access to Rocky Mountain supplies from an interconnection between Texas Eastern and the REX–East facilities in Docket No. CP07–208. The EA has been placed in the public files of the FERC.
