for housing activities (i.e., transitional
and permanent) and funds requested for
supportive service activities. Housing
emphasis will be calculated on eligible
new and renewal projects within FPRN,
eligible Samaritan Housing Initiative
projects, eligible Rapid Re-Housing for
Families Demonstration Program
projects, and eligible S+C renewal
projects. HUD will count as a housing
activity all approvable requests for
funds for rental assistance and
approvable requests for acquisition,
rehabilitation, construction, leasing and
operations when used in connection
with housing. HMIS costs and
administrative costs will be excluded
from this calculation. CoCs are not
required to have 100 percent housing
activities to receive the full 18 points for
these scoring criteria.

The debentures will be redeemed at
par plus accrued interest. Interest will
cease to accrue on the debentures as of
the call date. At redemption, final
interest on any called debentures will be
paid along with the principal. Payment
of final principal and interest due on
January 1, 2009 will be made
automatically to the registered holder.
During the period from the date of
this notice to the call date, debentures
that are subject to the call may not be
used by the mortgagee for a special
redemption purchase in payment of a
mortgage insurance premium.
No transfer of debentures covered by
the foregoing call will be made on the
books maintained by the Treasury
Department on or after December 15,
2008. This debenture call does not affect
the right of the holder of a debenture to
sell or assign the debenture on or after
this date.

certain activities with endangered
species pursuant to section 10(a)(1)(A)
of the Endangered Species Act (16
U.S.C. 1531 et seq.). The U.S. Fish and
Wildlife Service (‘‘we’’) solicits review
and comment from local, State, and
Federal agencies, and the public on the
following permit requests. Before
