Procedures: Individuals wishing to

advance notice to OPIC’s Corporate
Secretary no later than 5 p.m. Thursday,
September 11, 2008. The notice must
include the individual’s name, title,
organization, address, and telephone
number, and a concise summary of the
subject matter to be presented.
Oral presentations may not exceed ten
(10) minutes. The time for individual
presentations may be reduced
proportionately, if necessary, to afford
all participants who have submitted a
timely request to participate an
opportunity to be heard.
Participants wishing to submit a
written statement for the record must
submit a copy of such statement to
OPIC’s Corporate Secretary no later than
5 p.m. Thursday, September 11, 2008.
Such statements must be typewritten,
double-spaced, and may not exceed
twenty-five (25) pages.
Upon receipt of the required notice,
OPIC will prepare an agenda for the

Notice is hereby given that, pursuant
to the Paperwork Reduction Act of 1995
(44 U.S.C. 3501–3520), the Securities
and Exchange Commission
(‘‘Commission’’) has submitted to the
Office of Management and Budget a
request for extension of the previously
approved collection of information
discussed below.
Section 17(d) (15 U.S.C. 80a–17(d)) of
the Investment Company Act of 1940
(‘‘Act’’) authorizes the Commission to
adopt rules that protect funds and their
security holders from overreaching by
affiliated persons when the fund and the
affiliated person participate in any joint
enterprise or other joint arrangement or
profit-sharing plan. Rule 17d–1 under
the Act (17 CFR 270.17d–1) prohibits
funds and their affiliated persons from
participating in a joint enterprise, unless
an application regarding the transaction
has been filed with and approved by the
Commission. Paragraph (d)(3) of the rule
provides an exemption from this
requirement for any loan or advance of
credit to, or acquisition of securities or
other property of, a small business
concern, or any agreement to do any of
the foregoing (‘‘investments’’) made by a
small business investment company
(‘‘SBIC’’) and an affiliated bank,
provided that reports about the
investments are made on forms the
