members to guarantee executions and

opportunities to their customer’s orders.
The Exchange believes this is a
reasonable modification designed to
provide additional flexibility for
members to obtain executions on behalf
of their customers while continuing to
provide a meaningful, competitive
auction.

impose any burden on competition that
is not necessary or appropriate in
furtherance of the purposes of the Act.

rule change, or
(B) institute proceedings to determine
whether the proposed rule change
should be disapproved.
