Non-timely requests and/or petitions
and contentions will not be entertained
absent a determination by the

Specification 3.7.8, ‘‘Essential Raw

Date of issuance: July 24, 2008.
Effective date: July 24, 2008, and shall
be implemented as of the date of
issuance.
