    On March 25, 2008, FFP Ohio River 1, LLC each filed an application, 
pursuant to section 4(f) of the Federal Power Act, proposing to study 
the feasibility of the Ohio River 10 and Ohio River 1 Projects, to be 
located on the Ohio River in Pulaski County, Illinois and Ballard 
County, Kentucky.
    The proposed Ohio River 1 Project consists of: (1) 3,180 proposed 
20 kilowatt Free Flow generating units having a total installed 
capacity of 63.6 megawatts, (2) a proposed transmission line, and (3)
