On February 25, 2008, Thousand Springs Hydro, LLC filed an application, pursuant to section 4(f) of the Federal Power Act, proposing to study the feasibility of the Thousand Springs Pump Storage Hydroelectric Project, located on the Thousand Springs Creek, in Elko County, Nevada. The proposed pumped storage project would consist of: (1) An enlargement of the existing gravity dam to 80 feet in height, with a crest length of 650 feet, and a hydraulic head of 60 feet, and an upper gravity dam 220 feet in height, with a crest length of 1,700 feet and a hydraulic head of 200 feet, (2) a proposed upper reservoir having a surface area of 350 acres, with a storage capacity of 11,600 acre-feet and a normal water surface elevation of 5,680 feet mean sea level (msl), (3) a proposed lower reservoir having a surface area of 660 acres, with storage capacity of 10,500 acre-feet and normal water surface elevation of 5,200 feet msl, (4) a 360-inch-diameter steel penstock approximately 7,130 feet long, (5) a proposed powerhouse containing six generating units having a total installed capacity of 470 megawatts, (6) a switchyard, (7) a 115 kV transmission line approximately 21.7 miles in length, and (8) appurtenant facilities.
