SUPPLEMENTARY INFORMATION: OMB
regulations at 5 CFR part 1320, which
implement provisions of the Paperwork
Reduction Act of 1995 (Pub. L. 104–13),
require that interested members of the
public and affected agencies have an
opportunity to comment on information
collection and recordkeeping activities
[see 5 CFR 1320.8(d)]. This notice
identifies an information collection that
OSM will be submitting to OMB for
approval. The collection is contained in
30 CFR part 780, Surface Mining Permit
Applications Minimum Requirements
for Reclamation and Operation Plans.
OSM will request a 3-year term of
approval for this information collection
activity. Applicants must complete and
submit the information for this part in
order to receive a permit for surface coal
mining.
Comments are invited on: (1) The
need for the collection of information
for the performance of the functions of
the agency; (2) the accuracy of the
agency’s burden estimates; (3) ways to
enhance the quality, utility and clarity
of the information collection; and (4)
ways to minimize the information
collection burden on respondents, such
as use of automated means of collection
of the information. A summary of the
public comments will accompany
OSM’s submission of the information
collection requests to OMB.

Summary: Sections 507(b), 508(a),
510(b), 515(b) and (d), and 522 of Public
Law 95–87 require applicants to submit
operations and reclamation plans for
coal mining activities. Information
collection is needed to determine
whether the plans will achieve the
reclamation and environmental
protections pursuant to the Surface
Mining Control and Reclamation Act.
Without this information, Federal and
State regulatory authorities cannot
review and approve permit application
requests.

SUMMARY: The Commission hereby gives
notice that it has instituted a review
pursuant to section 751(c) of the Tariff
Act of 1930 (19 U.S.C. 1675(c)) (the Act)
to determine whether revocation of the
antidumping duty order on certain
frozen fish fillets from Vietnam would
be likely to lead to continuation or
recurrence of material injury. Pursuant
to section 751(c)(2) of the Act, interested
parties are requested to respond to this
notice by submitting the information
specified below to the Commission; 1 to
be assured of consideration, the
deadline for responses is August 20,
2008. Comments on the adequacy of
responses may be filed with the
Commission by September 15, 2008. For
further information concerning the
conduct of this review and rules of
general application, consult the
Commission’s Rules of Practice and
Procedure, part 201, subparts A through
E (19 CFR part 201), and part 207,
subparts A, D, E, and F (19 CFR part
207).

Background. On August 12, 2003, the
Department of Commerce issued an
antidumping duty order on imports of
certain frozen fish fillets from Vietnam
(68 FR 47909). The Commission is
conducting a review to determine
whether revocation of the order would
be likely to lead to continuation or
recurrence of material injury to the
domestic industry within a reasonably
