Federal Register / Vol. 73, No. 108 / Wednesday, June 4, 2008 / Notices
that SOI’s proposed drilling and
geotechnical activity would result in the
harassment of small numbers of marine
mammals; would have no more than a
negligible impact on the affected marine
mammal stocks; and, subject to
development of mitigation measures
during discussions with interested
parties, would not have an unmitigable
adverse impact on the availability of
species or stocks for subsistence uses. In
addition, implementation of these
effective mitigation measures ensures
that the taking, by Level B harassment
of marine mammals by SOI’s offshore
drilling activity will have the least
practicable effect on marine mammal
individuals and populations.
As a result, NMFS proposes to issue
an IHA to SOI for conducting an
offshore drilling program in the U.S.
Beaufort Sea in 2008, provided the
previously mentioned monitoring and
reporting requirements are incorporated.
Dated: May 29, 2008.

Deputy Director, Office of Protected
Resources, National Marine Fisheries Service.
