Crafton LLC; Notice of Issuance of
Order

May 23, 2008.
Crafton LLC (Crafton LLC) filed an
application for market-based rate
authority, with an accompanying rate
schedule. The proposed market-based
rate schedule provides for the sale of
energy and capacity at market-based
rates. Crafton also requested waivers of
various Commission regulations. In
particular, Crafton requested that the
Commission grant blanket approval
under 18 CFR part 34 of all future
issuances of securities and assumptions
of liability by Crafton.
On May 23, 2008, pursuant to
delegated authority, the Director,
Division of Tariffs and Market
Development-West, granted the requests
for blanket approval under part 34
(Director’s Order). The Director’s Order
also stated that the Commission would
publish a separate notice in the Federal
Register establishing a period of time for
the filing of protests. Accordingly, any
person desiring to be heard concerning
the blanket approvals of issuances of
securities or assumptions of liability by
Crafton, should file a protest with the
Federal Energy Regulatory Commission,
888 First Street, NE., Washington, DC
20426, in accordance with Rules 211
and 214 of the Commission’s Rules of
Practice and Procedure. 18 CFR 385.211,
385.214 (2004). The Commission
encourages the electronic submission of
protests using the FERC Online link at
https://www.ferc.gov.
Notice is hereby given that the
deadline for filing protests is June 23,
2008.
Absent a request to be heard in
opposition to such blanket approvals by
the deadline above, Crafton is
authorized to issue securities and
assume obligations or liabilities as a
guarantor, indorser, surety, or otherwise
in respect of any security of another
person; provided that such issuance or
assumption is for some lawful object
within the corporate purposes of
Crafton, compatible with the public
interest, and is reasonably necessary or
appropriate for such purposes.
The Commission reserves the right to
require a further showing that neither
public nor private interests will be
adversely affected by continued
approvals of Crafton’s issuance of
securities or assumptions of liability.

Take notice that on May 12, 2008,
Worsham-Steed Gas Storage, L.P.
(Worsham-Steed), an intrastate naturalgas storage company, filed a petition for
rate approval of market based rates for
transportation services pursuant to
section 284.123(b)(2) of the
Commission’s Regulations. WorshamSteed requests that the Commission
authorize it to charge market-based rates
for its transportation services pursuant
to section 311 of the Natural Gas Policy
Act of 1978.
Any person desiring to participate in
this rate proceeding must file a motion
to intervene or to protest this filing must
file in accordance with Rules 211 and
214 of the Commission’s Rules of
Practice and Procedure (18 CFR 385.211
and 385.214). Protests will be
considered by the Commission in
determining the appropriate action to be
taken, but will not serve to make

On April 30, 2008, the Commission
issued an order announcing its intent to
withdraw the market-based rate
authority of two public utilities that had
failed to file their required Electric
Quarterly Reports.1 The Commission
gave the utilities fifteen days in which
to file their overdue Electric Quarterly
Reports or face revocation of their
market-based rate tariffs.
In Order No. 2001, the Commission
revised its public utility filing
requirements and established a
requirement for public utilities,
including power marketers, to file
Electric Quarterly Reports summarizing
the contractual terms and conditions in

their agreements for all jurisdictional
services (including market-based power
sales, cost-based power sales, and
transmission service) and providing
transaction information (including rates)
for short-term and long-term power
sales during the most recent calendar
quarter. 2
In the April 30 Order, the
Commission directed the public utilities
it had identified to file the required
reports within 15 days of the date of
issuance of the order or face revocation
of their authority to sell power at
market-based rates and termination of
their electric market-based rate tariffs.3
The time period for compliance with
the April 30 Order has elapsed. The two
companies identified in the April 30
Order (Dunhill Power, L.P. and Exel
Power Sources, LLC) have failed to file
their delinquent Electric Quarterly
Reports.
The Commission hereby withdraws
the market-based rate authority and
terminates the electric market-based rate
tariff for each of the 90 companies
captioned above in this Notice.
