During this 60-day period USCIS will
be evaluating whether to revise the
Form N–400. Should USCIS decide to
revise the Form N–400 it will advise the
public when it publishes the 30-day
notice in the Federal Register in
accordance with the Paperwork
Reduction Act. The public will then
have 30-days to comment on any
revisions to the Form N–400.
Written comments and suggestions
from the public and affected agencies
concerning the collection of information
should address one or more of the
following four points:
(1) Evaluate whether the proposed
collection of information is necessary
for the proper performance of the
functions of the agency, including
whether the information will have
practical utility;
(2) Evaluate the accuracy of the
agencies estimate of the burden of the
proposed collection of information,
including the validity of the
methodology and assumptions used;
(3) Enhance the quality, utility, and
clarity of the information to be
collected; and
(4) Minimize the burden of the
collection of information on those who
are to respond including through the
use of appropriate automated,
electronic, mechanical, or other
technological collection techniques or
other forms of information technology,
e.g., permitting electronic submission of
responses.

SUMMARY: This Notice identifies
unutilized, underutilized, excess, and
surplus Federal property reviewed by
HUD for suitability for possible use to
assist the homeless.
DATES:
(1) Type of Information Collection:
Extension of an existing information
collection.
(2) Title of the Form/Collection:
Application for Naturalization.
(3) Agency form number, if any, and
the applicable component of the
Department of Homeland Security
sponsoring the collection: Form N–400;
U.S. Citizenship and Immigration
Services.
(4) Affected public who will be asked
or required to respond, as well as a brief
abstract: Primary: Individuals or
households. USCIS uses the information
on this form to determine an applicant’s
eligibility for naturalization.
(5) An estimate of the total number of
respondents and the amount of time
estimated for an average respondent to
respond: 700,000 responses at 6 hours
and 8 minutes (6.13 hours) per
response.
(6) An estimate of the total public
burden (in hours) associated with the

SUMMARY: We, the U.S. Fish and
Wildlife Service (Service), announce the
availability of the Draft Bexar County
Karst Invertebrates Recovery Plan. We
are soliciting review and comment from
the public on this draft recovery plan.
DATES: To ensure consideration, we
must receive comments by July 15,
2008.

SUPPLEMENTARY INFORMATION:
Background
The Endangered Species Act of 1973
(Act), as amended (16 U.S.C. 1531 et.
seq.) requires the development of
recovery plans for listed species unless
such a plan would not promote the
conservation of a particular species.
Section 4(f) of the Act, as amended in
1988, requires that public notice and an
opportunity for public review and
comment be provided during recovery
plan development. The Service
considers all information provided
during a public comment period prior to
approval of each new recovery plan.
The Service and others take these
comments into account in the course of
implementing recovery plans.
Nine Bexar County karst invertebrates
were listed as endangered species on
December 26, 2000 (65 FR 81419
81433). These invertebrates are
troglobites, spending their entire lives
