On February 1, 2008, a notice was issued designating the staff of the Office of Enforcement as non-decisional in deliberations by the Commission in this docket, with certain limited exceptions. Exceptions to this designation are the Director of the Office of Enforcement and the Directors of the Divisions of Investigations, Energy Market Oversight, Audits, and Financial Regulation in the Office of Enforcement. This supplemental notice designates Shauna Coleman, an attorney in the Division of Investigations, Office of Enforcement, as an exception to the designation of the staff of the Office of Enforcement as non-decisional. Ms. Coleman joined the Commission after the February 1, 2008 notice was issued and did not participate in the investigation at issue in this proceeding. o. With this notice, we are soliciting comments on the PAD and Scoping Document 1 (SD1), as well as study requests. All comments on the PAD and SD1, and study requests should be sent to the address above in paragraph (h). Raider Dog, LLC; Notice of Issuance of Order

May 6, 2008.
    Raider Dog, LLC (Raider Dog) filed an application for market-based 
rate authority, with an accompanying rate schedule. The proposed 
market-based rate schedule provides for the sale of energy and capacity 
at market-based rates. Raider Dog also requested waivers of various 
Commission regulations. In particular, Raider Dog requested that the 
Commission grant blanket approval under 18 CFR Part 34 of all future 
issuances of securities and assumptions of liability by Raider Dog.
    On May 6, 2008, pursuant to delegated authority, the Director, 
Division of Tariffs and Market Development-West, granted the requests 
for blanket approval under Part 34 (Director's Order). The Director's 
Order also stated that the Commission would publish a separate notice 
in the Federal Register establishing a period of time for the filing of
