SUMMARY: The Colville National Forest
is planning to charge a $40.00 rental fee
for overnight use of the Snow Peak
Shelter. The Snow Peak Shelter has
been a popular destination for day and
overnight use within Colville National
Forest and the public has indicated that
they would like continued use of this
structure. Funds from the rental will be
used for the operation and maintenance
of the Snow Peak Shelter.
DATES: The Snow Peak Shelter will be
available for recreation rental in January
2009.

SUPPLEMENTARY INFORMATION: The
Federal Recreation Lands Enhancement
Act (Title VIII, Pub. L. 108–447)
directed the Secretary of Agriculture to
publish a six-month advance notice in
the Federal Register whenever new
recreation fees are established. A market
analysis indicates that the $40.00 per
night rental fee is reasonable and
acceptable for this unique recreational
experience. This new fee will be
reviewed by a Recreation Resource
Advisory Committee prior to a final
decision and implementation.

The initial effective date of April 20,
2008 has been extended to June 1, 2008.
On February 28 and March 7, 2008,
the Committee for Purchase From
People Who Are Blind or Severely
Disabled published notice (73 FR 11092;
12367) of proposed additions to the
Procurement List.
After consideration of the material
presented to it concerning capability of
qualified nonprofit agencies to provide
the products and services and impact of
the additions on the current or most
recent contractors, the Committee has
determined that the products and
services listed below are suitable for
procurement by the Federal Government
under 41 U.S.C. 46–48c and 41 CFR 51–
2.4.
Regulatory Flexibility Act Certification
I certify that the following action will
not have a significant impact on a
substantial number of small entities.
The major factors considered for this
certification were:
