estimate major cost factors, including
system and technology acquisition,
expected useful life of capital
equipment, discount rate(s), and the
period over which you incur costs.
Capital and startup costs include,
among other items, computers and
software you purchase to prepare for
collecting information; monitoring,
sampling, and testing equipment; and
record storage facilities. Generally, your
estimates should not include equipment
or services purchased: (i) Before October
1, 1995; (ii) to comply with
requirements not associated with the
information collection; (iii) for reasons
other than to provide information or
keep records for the Government; or (iv)
as part of customary and usual business
or private practices.
We will summarize written responses
to this notice and address them in our
ICR submission for OMB approval,
including appropriate adjustments to
the estimated burden. We will provide
a copy of the ICR to you without charge
upon request. The ICR also will be

On August
10, 1999, MMS published a final rule
titled ‘‘Amendments to Gas Valuation
Regulations for Indian Leases,’’ (64 FR
43506) with an effective date of January
1, 2000. The gas regulations apply to all
gas production from Indian (tribal or
allotted) oil and gas leases, except leases
on the Osage Indian Reservation.
The rule requires that MMS publish
major portion prices for each designated
area not associated with an index zone
for each production month beginning
January 2000, along with a due date for
additional royalty payments. See 30
CFR 206.174(a)(4)(ii) (2007). If
additional royalties are due based on a
published major portion price, the
lessee must submit an amended Form
MMS–2014, Report of Sales and Royalty
Remittance, to MMS by the due date. If
additional royalties are not paid by the
due date, late payment interest, under
30 CFR 218.54, will accrue from the due
date until payment is made and an
amended Form MMS–2014 is received.
The table below lists the major portion
prices for all designated areas not
associated with an index zone. The due
date is 60 days after the publication date
of this notice.

ACTION:
Notice is here given in accordance
with the Native American Graves
Protection and Repatriation Act
(NAGPRA), 25 U.S.C. 3003, of the
completion of an inventory of human
remains in the possession of the Paul H.
Karshner Memorial Museum, Puyallup,
WA. The human remains were removed
from an area of the Nez Perce
Reservation, ID.
This notice is published as part of the
National Park Service’s administrative
responsibilities under NAGPRA, 25
U.S.C. 3003(d)(3). The determinations in
this notice are the sole responsibility of
the museum, institution, or Federal
agency that has control of the Native
American human remains. The National
Park Service is not responsible for the
determinations in this notice.

A detailed assessment of the human
remains was made by the Paul H.
Karshner Memorial Museum
professional staff in consultation with
representatives of the Confederated
Tribes of the Colville Reservation,
Washington and Nez Perce Tribe of
Idaho. The U.S. Department of the
Interior, Bureau of Indian Affairs does
not exert control over the human
remains in this notice.
In 1935, human remains representing
a minimum of one individual were
removed from the Nez Perce
Reservation, ID. The human remains
were donated by Lester Davis in 1935.
It is unknown how Mr. Davis acquired
the human remains. No known
individual was identified. No associated
funerary objects are present.
Mr. Davis was known to have
collected Native American objects. This
donation was one of three recorded
donations found in the museum’s
inventory book. According to museum
records, the human remains are
identified as Native American. Based on
museum records and donor information,
the human remains are reasonably
believed to be Native American.
The geographical area that the human
remains were removed from was the
Nez Perce Reservation. The Western
Idaho area is known to be aboriginal
lands for the Nez Perce Tribe of Idaho.
Officials of the Paul H. Karshner
Museum reasonably believe the human
remains are Native American and most
likely culturally affiliated with the Nez
Perce Tribe of Idaho.
Officials of the Paul H. Karshner
Memorial Museum have determined
that, pursuant to 25 U.S.C. 3001(910),
the human remains described above
represent the physical remains of one
individual of Native American ancestry.

a relationship of shared group identity
that can be reasonably traced between
the Native American human remains
and the Nez Perce Tribe of Idaho.
Representatives of any other Indian
tribe that believes it to be culturally
affiliated with the human remains

Repatriation of the human remains to
the Nez Perce Tribe of Idaho may

Tribe of Idaho that this notice has been
published.
