DC Energy Texas, LLC; DC Energy California, LLC; Notice of

April 22, 2008.
    DC Energy Texas, LLC (DC Texas) and DC Energy California, LLC (DC 
California) filed applications for market-based rate authority, with 
accompanying rate schedules. The proposed market-based rate schedules 
provide for the sale of energy, capacity and ancillary services at 
market-based rates. DC Texas and DC California also requested waivers 
of various Commission regulations. In particular, DC Texas and DC 
California requested that the Commission grant blanket approval under
