Stearns Companies Inc., and Bear Stearns' public utility subsidiaries 
(collectively, Applicants), submitted an application for authorization 
under section 203 of the Federal Power Act. The Applicants state that 
the transaction as defined in the application will not have any effect 
on the limited sales of reactive power at cost-based rates.
    Any person desiring to intervene or to protest this filing must 
file in accordance with Rules 211 and 214 of the Commission's Rules of 
Practice and Procedure (18 CFR 385.211, 385.214). Protests will be
