In accordance with sections 201.16(c) and 207.3 of the rules, each document filed by a party to the investigation must be served on all other parties to the investigations (as identified by either the public or BPI service list), and a certificate of service must be timely filed. The Decree would settle these claims in return for a payment of $56,500, to be deposited in the Department of the Interior’s Natural Resource Damage Assessment and Restoration Fund, and applied toward response and damage assessment costs incurred as a result of the defendant’s alleged incursion onto property of the United States and/or natural resource restoration projects related to this incident.     Notice is hereby given that on April 7, 2008, a proposed Consent
