The proposed Settlement Agreement is between the United States and the purchasers of the Debtor’s manufacturing facility in Elmwood Park, New Jersey. The purchasers are Marcal Paper Mills, LLC and Marcal Manufacturing, LLC (‘‘Purchasers’’). The proposed Settlement Agreement will resolve certain matters related to the potential liability of the Purchasers under the Comprehensive Environmental Response, Compensation and Liability Act (‘‘CERCLA’’), 42 U.S.C. 9601 et seq.     Under 28 CFR 50.7, notice is hereby given that on March 31, 2008, a 
proposed Settlement Agreement in the matter of In re Marcal Paper 
Mills, Inc., Case No. 06-21886(MS), was lodged with the United States 
Bankruptcy Court for the District of New Jersey.
    The proposed Settlement Agreement is between the United States and
