This provision will be added to the certification basis as a special environmental requirement: Under no circumstances may water ballast be loaded or released that does not comply with the provisions of 40 CFR part 141, National Primary Drinking Water Regulations. Obtaining water from a water supply use for human consumption is acceptable; water aerially released or otherwise dumped cannot degrade beyond the limits set by 40 CFR part 141. If ballast water is contaminated, it can only be released into appropriate sewage facilities in accordance with national and local laws and regulations. These provisions will be explained in the Airship Flight Manual and ground operations materials and manuals. Procedures will also be developed that will eliminate the possibility of biological contamination growing in the ballast system and then being jettisoned or dumped, unless detected and treated. The ballast system will have a method of securing filler locations to eliminate the possibility of tampering with the system. ACTION: Notice of Commercial Space Transportation Advisory Committee 
Open Meeting.

SUMMARY: Pursuant to Section 10(a)(2) of the Federal Advisory Committee 
Act (Pub. L. 92-463, 5 U.S.C. App. 2), notice is hereby given of a 
meeting of the Commercial Space Transportation Advisory Committee 
(COMSTAC). The meeting will take place on Friday, May 16, 2008, 
starting at 8 a.m. at the Federal Aviation Administration Headquarters 
Building, 800 Independence Avenue SW., Washington, DC, in the Bessie 
Coleman Conference Center, located on the 2nd Floor. This will be the 
forty-seventh meeting of the COMSTAC.
    The proposed agenda for the meeting will feature the release of the 
2008 Commercial Space Transportation Forecasts, a briefing on the FAA
