SUMMARY: On February 12, 2008, the
Postal Service published in the Federal
Register (73 FR 8076) a notice that, in
accordance with the National
Environmental Policy Act (NEPA), it
intended to prepare an environmental
impact statement (EIS) for the proposed
construction and operation of a mail
processing facility in Aliso Viejo,
Orange County, California. The notice
invited the public to participate in the
project scoping process, to review and
comment on the draft EIS, and to attend
public meetings. The Postal Service
requested written scoping comments by
March 9, 2008. The Postal Service is
extending the comment period to March
13, 2008.
DATES: Please submit written scoping
comments by March 13, 2008.
To solicit public comments, a public
scoping hearing will be held from 5:30
to 8:30 p.m. on February 27, 2008, at the
Wood Canyon Elementary School,
period.
The ACRS Subcommittee on Digital

SUMMARY: In accordance with the
requirement of section 3506(c)(2)(A) of
the Paperwork Reduction Act of 1995
which provides opportunity for public
comment on new or revised data
collections, the Railroad Retirement
Board (RRB) will publish periodic
summaries of proposed data collections.
Comments are invited on: (a) Whether
the proposed information collection is
necessary for the proper performance of
the functions of the agency, including
whether the information has practical
utility; (b) the accuracy of the RRB’s
estimate of the burden of the collection
of the information; (c) ways to enhance
the quality, utility, and clarity of the
information to be collected; and (d)
ways to minimize the burden related to

Security Act provides for a reduction in
social security benefits based on
employment not covered under the
Social Security Act or the Railroad

formula to most workers who are first
eligible after 1985 to both a pension
based in whole or in part on noncovered employment and a social
security retirement or disability benefit.
