for Review of the Secondary National
Ambient Air Quality Standards for
Nitrogen Dioxide and Sulfur Dioxide’’
was made available in September 2007
for public comment and was discussed
by the Clean Air Scientific Advisory
Committee (CASAC) via a publicly
accessible teleconference consultation
on October 30, 2007 (72 FR 57568). The
Plan is available on EPA’s Web site:

The draft, ‘‘Integrated Science
Assessment for Oxides of Nitrogen and
Sulfur—Environmental Criteria; First
External Review Draft,’’ will be
discussed by CASAC at a future public
meeting; public comments that have
been received prior to the public
meeting will be provided to the CASAC
review panel. A future Federal Register
notice will inform the public of the
exact date and time of that CASAC
meeting.

AGENCY:
SUMMARY: Under the Federal Advisory
Committee Act, Public Law 92–463,
EPA gives notice of a meeting of the
Farm, Ranch, and Rural Communities
Committee (FRRCC). The purpose of the
FRRCC is to provide advice to the
Administrator of EPA on environmental
issues and programs that impact, or are
of concern to, farms, ranches, and rural
communities. The FRRCC is a part of
EPA’s efforts to expand cooperative
working relationships with the
agriculture industry and others who are
interested in agricultural issues and to
achieve greater progress in
environmental protection.
The purpose of the meeting is to
initiate: Discussion of the impacts of
Agency agriculture-related programs,
policies, and regulations regarding
climate change and renewable energy;
identification and development of a
comprehensive environmental strategy
for livestock operations; and
development of a constructive approach
or framework to address areas of
common interest between sustainable
agriculture and protection of the
environment. The meeting will also
include a public comment session. A
copy of the meeting agenda will be
posted at https://www.epa.gov/
agriculture/frrcc.
DATES: The Farm, Ranch, and Rural
Communities Committee will hold an
open meeting on Thursday, March 13,
from 8:30 a.m. (registration at 8 a.m.) to
5:30 p.m, and Friday, March 14, from
8:30 a.m. until 2:30 p.m.

Good Neighbor Environmental Board

ACTION: Notice of meeting.
AGENCY:
SUMMARY: Under the Federal Advisory
Committee Act, Public Law 92463, EPA
gives notice of a meeting of the Good
Neighbor Environmental Board (Board).
The Board meets three times each
calendar year, twice at different
locations along the U.S. border with
Mexico, and once in Washington, DC. It
was created in 1992 by the Enterprise
for the Americas Initiative Act, Public
Law 102–532, 7 U.S.C. 5404.
Implementing authority was delegated
to the Administrator of EPA under
Executive Order 12916. The Board is
responsible for providing advice to the
President and the Congress on
environmental and infrastructure issues
and needs within the States contiguous
to Mexico in order to improve the
quality of life of persons residing on the
United States side of the border. The
statute calls for the Board to have
representatives from U.S. Government
agencies; the governments of the States
of Arizona, California, New Mexico and
Texas; and private organizations with
expertise on environmental and
infrastructure issues along the
southwest border.
