Additionally, VA will use the information collected from eligible users and non-users of the Specially Adapted Housing Grant Program to determine the satisfaction of grant recipients and understand the reasons why certain eligible veterans have not used this benefit. The meeting will convene at 8:30 a.m. and end at 1 p.m. The meeting is open to the public. The purpose of the Council is to provide external advice and review for VA’s research mission. The legal requirements are imposed by legislation and government-wide direction of the Office of Management and Budget (OMB), as well as paragraph 3.12 of the Federal Register Document Drafting Handbook. In December 2006, Congress enacted the Veterans Benefits, Health Care and Information Technology Act of 2006 (Act), Public Law 109–461, 120 Stat. 3403.
