States with primary enforcement authority are authorized to grant variances and exemptions from National Primary Drinking Water Regulations to specific public water systems, provided these variances and exemptions meet the requirements of the SDWA, sections 1415 and 1416, and are protective of public health. B. Why is a review of the variances and exemptions necessary? Montana is authorized to grant variances and exemptions to drinking water systems in accordance with the SDWA. Licensees use the FCC Form 606 to associate their FCC Registration Number (FRN) with their Wireless Telecommunications Bureau call signs and antenna structure registration numbers. In addition, those antenna structure tenant licensees subject to the Anti-Drug Abuse Act of 1998 must use FCC Form 606 to register their antenna structures. The form must be submitted before filing any subsequent applications associated with the existing license or antenna structure registration. The information collected in the FCC Form 606 is used to populate the Universal Licensing System (ULS) for licensees and antenna structure registration owners who interact with ULS. This information is also used to match records in the ULS database to the Revenue Accounting Management Information System (RAMIS) records to validate payment for application and for debt collection purposes.
