SUMMARY: The FAA is issuing this notice
to advise the public that a meeting of
the Federal Aviation Administration Air
Traffic Procedures Advisory Committee
(ATPAC) will be held to review present
air traffic control procedures and
practices for standardization,
clarification, and upgrading of
terminology and procedures.
DATES: The meeting will be held
Tuesday, April 15, 2008, from 9 a.m. to
4:30 p.m., Wednesday, April 16, 2008,
from 9 a.m. to 4:30 p.m., and Thursday,

given of a meeting of the ATPAC to be
held Tuesday, April 15, 2008 from 9
a.m. to 4:30 p.m., Wednesday, April 16,
2008, from 9 a.m. to 4:30 p.m., and
Thursday, April 17, 2008, from 9 a.m. to
4:30 p.m.
The agenda for this meeting will cover
a continuation of the ATPAC’s review of
present air traffic control procedures
and practices for standardization,
revision, clarification, and upgrading of
terminology and procedures. It will also
include:
1. Approval of Minutes.
2. Submission and Discussion of
Areas of Concern.
3. Discussion of Potential Safety
Items.
4. Report from Executive Director.
5. Items of Interest.
6. Discussion and agreement of
location and dates for subsequent
meetings.

I. Background
Section 4144 of the Safe, Accountable,
Flexible, Efficient Transportation Equity
Act: A Legacy for Users (SAFETEA–LU,
Pub. L. 109–59) required the Secretary
of the U.S. Department of
Transportation to establish in FMCSA, a
Motor Carrier Safety Advisory
Committee. The advisory committee
provides advice and recommendations
to the FMCSA Administrator on motor
carrier safety programs and motor
carrier safety regulations. The advisory
committee operates in accordance with
the Federal Advisory Committee Act (5
U.S.C. App 2). The FMCSA
Administrator appointed 15 members to
serve on the advisory committee on
March 5, 2007.

II. Meeting Participation
The meeting is open to the public and
FMCSA invites participation by all
interested parties, including motor
carriers, drivers, and representatives of
motor carrier associations. Please note
that participants will need to be precleared in advance of the meeting in
order to enter the building. By March 7,
2008, e-mail mcsac@dot.gov if you plan
to attend the meeting to facilitate the
pre-clearance process. For information
on facilities or services for individuals
with disabilities or to request special
assistance at the meeting, e-mail
mcsac@dot.gov. As a general matter, the
committee will make one hour available
for public comments on Wednesday,
March 12, 2008, from 4 p.m. to 5 p.m.
Individuals wishing to address the

be reasonably divided among those who

ACTION: Notice of renewal of
exemptions; request for comments.
AGENCY:
SUMMARY: FMCSA announces its
decision to renew the exemptions from
the vision requirement in the Federal
Motor Carrier Safety Regulations for 8
individuals. FMCSA has statutory
authority to exempt individuals from
the vision requirement if the
exemptions granted will not
compromise safety. The Agency has
concluded that granting these
exemption renewals will provide a level
of safety that is equivalent to, or greater
than, the level of safety maintained
without the exemptions for these
commercial motor vehicle (CMV)
drivers.
This decision is effective March
15, 2008. Comments must be received
on or before March 20, 2008.
