SUPPLEMENTARY INFORMATION: Background The final regulations (TD 9375) that are the subject of the correction are under Section 7216 of the Internal Revenue Code. The deviation is necessary to allow the public to cross the bridge to participate in the scheduled Shamrock Half Marathon Footrace, a community event. SUPPLEMENTARY INFORMATION: The California Department of Transportation requested a temporary change to the operation of the Tower Drawbridge, mile 59.0, over the Sacramento River, at Sacramento, CA. The Tower Drawbridge navigation span provides a vertical clearance of 30 feet above Mean High Water in the closed-to-navigation position. The draw opens on signal as PO 00000 Frm 00009 Fmt 4700 Sfmt 4700 8193 required by 33 CFR 117.5. Navigation on the waterway is commercial and recreational. The drawspan will be secured in the closed-to-navigation position 7:45 a.m. through 9:45 a.m. on March 16, 2008 to allow participants in the Shamrock Half Marathon Footrace to cross the bridge during the event. This temporary deviation has been coordinated with waterway users. There are no scheduled river boat cruises or anticipated levee maintenance during this deviation period. No objections to the temporary deviation were raised. Vessels that can transit the bridge, while in the closed-to-navigation position, may continue to do so at any time. In the event of an emergency the drawspan can be opened with 30 minutes advance notice. In accordance with 33 CFR 117.35(e), the drawbridge must return to its regular operating schedule immediately at the end of the designated time period.
