Abstract: The data collected on VA Form 21–0571 is used to determine whether children’s income can be excluded from consideration in determining a parent’s eligibility for non-service connected pension. A veteran’s or surviving spouse’s rate of improved pension is determined by family income. However, children’s income may be excluded if it is unavailable or if including that income would cause a hardship. Affected Public: Individuals or households. Estimated Annual Burden: 2,025 hours. Estimated Average Burden per Respondent: 45 minutes. Frequency of Response: One-time.
