seeking authorization to construct,
install, own, operate, and maintain
certain compression facilities located in
Herkimer County, New York that
comprise the Utica 7 Project. These
facilities will provide increased
transmission capacity, all as more fully

Specifically, DTI proposes to expand
its existing Utica Compressor Station by
installing an additional 2,250 HP
compressor unit (Unit No. 7). Utica
Station currently consists of 6
compressor engines with a total rating of
7,250 horsepower. DTI will provide firm
transportation service for a Maximum
Daily Transportation Quantity (MDTQ)
of 15,000 Dt/day and up to a Maximum
Annual Transportation Quantity
(MATQ) of 5,475,000 Dt. The Project is
fully subscribed by one customer for an
initial term of fifteen years. The Project
is designed to provide firm natural gas
transportation service to Cornell
University in connection with Cornell’s
project known as its Central Heating
Project. Cornell is constructing a
combined heat and power project using
two gas turbine generators to ensure the
necessary heat and electric capacity for
the university’s future while reducing
greenhouse gas emissions by reducing
its coal combustion. In addition, Cornell
plans to construct and own an 8-inch
diameter delivery line approximately 3
miles in length to connect the central
heating plant on the university campus
to a new interconnection with DTI. The
DTI’s total estimated cost for
construction of the Project is
$6,381,023.
