II. What Action is EPA Taking?

This document extends the public
comment period established in the
Federal Register of November 16, 2007
(72 FR 64624) (FRL–8339–5). In that
document, EPA announced the
availability of updated risk assessments
and usage information, and opened a
60–day public comment period. EPA is
hereby extending the comment period,
which was set to end on January 16,
2008, to February 19, 2008.

III. What is the Agency’s Authority for
Taking this Action?
Section 4(g)(2) of the Federal
Insecticide, Fungicide, and Rodenticide
Act (FIFRA), as amended, directs that,
after submission of all data concerning
a pesticide active ingredient, the
Administrator shall determine whether
pesticides containing such active
ingredient are eligible for reregistration.
Further provisions are made to allow a
public comment period. However, the
Administrator may extend the comment
period if additional time for comment is
requested. In this case, the Endosulfan
Task Force and a coalition of
stakeholders (American Farm Bureau
Federation, Arizona Cotton Growers
Association, California Cotton Growers
Association, California Cotton Ginners
Association, California Farm Bureau
Federation, California Grape and Tree
Fruit League, California Pear Advisory
Board, California Specialty Crops
Council, Florida Farm Bureau
Federation, Michigan Blueberry
Growers Association, National Cotton
Council, Northwest Horticultural
Council, Ohio Farm Bureau Federation,
Texas Cotton Ginners’ Association,
Texas Vegetable Association, U.S. Apple
Association) have requested additional
time to develop comments. The Agency
believes that additional time is
warranted.

AGENCIES: Office of the Comptroller of
the Currency (OCC), Treasury; and
Federal Deposit Insurance Corporation
(FDIC).
ACTION: Joint notice and request for
comments.
SUMMARY: The OCC and FDIC
(Agencies), as part of their continuing
effort to reduce paperwork and
respondent burden, invite the public
and other Federal agencies to comment
on proposed revisions to a continuing
information collection, as required by
the Paperwork Reduction Act of 1995.
The Agencies may not conduct or
sponsor, and the respondent is not
required to respond to, an information
collection unless it displays a currently
valid Office of Management and Budget
(OMB) control number. The Agencies

are soliciting comments on proposed
revisions to the information collections
titled: ‘‘Interagency Bank Merger Act
Application.’’ The General Information
and Instructions section has been
revised to delete information about the
Bank Insurance Fund (BIF), the Savings
Association Insurance Fund (SAIF), and
the Oakar statutory provisions. In
addition, corresponding legal citations
on the form to these provisions are
being deleted. The Agencies also solicit
comment on the renewal without
change to the information collections
titled: ‘‘Interagency Biographical and
Financial Report’’ and ‘‘Interagency
Notice of Change in Control.’’ The OCC
solicits comment on the renewal
without change to its ‘‘Interagency
Notice of Change in Directors or Senior
Executive Officers’’ information
collection. Additionally, the OCC is
making other clarifying changes to the
Comptroller’s Licensing Manual
(Manual). The Agencies are also giving
notice that the information collection
has been submitted to OMB for review.
