EPA is revoking certain tolerances for the insecticide oxydemeton-methyl. Also, EPA is modifying certain tolerances for the insecticides oxydemeton-methyl, profenofos, and trichlorfon. In addition, EPA is establishing new tolerances for the insecticides oxydemeton-methyl and profenofos. EPA is not taking action on tolerances for methamidophos at this time. The regulatory actions finalized in this document are follow-up to the Agency's reregistration program under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), and tolerance reassessment program under the Federal Food, Drug, and Cosmetic Act (FFDCA) section 408(q).

This regulation establishes tolerances for residues of sulfosulfuron in or on grass, forage, fodder, and hay group 17, forage, and grass, forage, fodder, and hay, group 17, hay. This regulation also increases tolerances for fat, meat, and meat by byproducts of cattle, goat, horse, and sheep, and milk. Monsanto Company requested this tolerance under the Federal Food, Drug, and Cosmetic Act (FFDCA).
Airworthiness Directives; Viking Air Limited Model DHC-7 Airplanes

The FAA is adopting a new airworthiness directive (AD) for all Viking Air Limited Model DHC-7 airplanes. This AD requires an inspection of certain SM-200 servo drive units (power servo motor and housing assemblies) for certain markings, related investigative action if necessary, and modification if necessary. This AD results from a report that some SM-200 servo drive units that were not in configuration MOD H are installed on Model DHC-7 airplanes. MOD H prevents the internal clutch fasteners from backing out. We are issuing this AD to prevent the possibility of internal clutch fasteners from backing out, which could cause an inadvertent servo engagement and consequent reduced controllability of the airplane.
Dichlorvos (DDVP); Proposed Determination to Terminate Special Review

This notice sets forth EPA's Proposed Determination to Terminate Special Review for the pesticide Dichlorvos (DDVP). On February 24, 1988, the Agency published a Notice of Special Review (PD 1) of pesticide products containing DDVP based on concerns for cancer, cholinesterase inhibition, and liver effects. (53 FR 5542). On September 28, 1995, the Agency published a Notice of Preliminary Determination to Cancel Certain Registrations and a Draft Notice of Intent to Cancel (PD 2/3). (60 FR 50337). In the 1995 PD 2/3, the Agency determined that exposure to dichlorvos from the registered uses posed carcinogenic risks of concern as well as risks of concern for cholinesterase inhibition. However, with respect to liver effects, the Agency determined that this endpoint was no longer of regulatory concern. Since the initiation of Special Review and publication of the PD 2/3, additional data have become available. Based in part on these data, the Agency has changed its assessment of some of the risks associated with DDVP, and modified the terms and conditions of DDVP registrations, accordingly. Moreover, during the recently-concluded reregistration process for DDVP, EPA conducted an intensive and public review of whether DDVP registrations meet the FIFRA standard for registration, culminating in the Agency's 2006 Interim Reregistration Eligibility Decision (IRED) for DDVP. Through the reregistration processes the Agency resolved remaining concerns regarding cancer and cholinesterase effects. Accordingly, EPA has revised its assessment of DDVP since the time when the PD 1 and the PD 2/3 were published. Based on the IRED, requested label amendments, and the voluntary cancellation of uses by the registrant pursuant to section 6(f) of FIFRA, EPA has determined that the risks that were the basis of the Special Review are no longer of concern and, therefore, the Agency is proposing to terminate the Special Review of DDVP. To the extent that the Agency further revises its assessment of DDVP, it will do so outside of the Special Review context.
N-methyl Carbamate Revised Cumulative Risk Assessment; Notice of Availability

This notice announces the availability of EPA's revised cumulative risk assessment for the N-methyl carbamate group of pesticides, and opens a public comment period on this document and other support documents. As required by the Food Quality Protection Act (FQPA), a cumulative risk assessment, which evaluates exposures based on a common mechanism of toxicity, was conducted to evaluate the risk from food, drinking water, residential, and other non-occupational exposures resulting from registered uses of N-methyl carbamate pesticides. The N-methyl carbamate group includes aldicarb, carbaryl, carbofuran, formetanate HCl, methiocarb, methomyl, oxamyl, pirimicarb, propoxur, and thiodicarb.

This notice announces the availability of EPA's Reregistration Eligibility Decision (RED) for the allethrin series of pesticides (bioallethrin, esbiol, esbiothrin, and pynamin forte). The Agency's risk assessments and other related documents also are available in the allethrins docket. The allethrins are synthetic pyrethroids used as insecticides on both indoor (residential and commercial) and outdoor (residential, commercial, and recreational) use sites. EPA has reviewed the allethrins through the public participation process that the Agency uses to involve the public in developing pesticide reregistration and tolerance reassessment decisions. Through these programs, EPA is ensuring that all pesticides meet current health and safety standards.

The Federal Crop Insurance Corporation (FCIC) finalizes the Fresh Market Sweet Corn Crop Insurance Provisions to make policy revisions that would allow expansion of the fresh market sweet corn coverage into additional areas where the crop is produced, and will allow coverage for fresh market sweet corn that is sold through direct marketing. The changes will be effective for the 2008 and succeeding crop years for all counties with a contract change date on or after the effective date of this rule and for the 2009 and succeeding crop years for counties with a contract change date prior to the effective date of this rule.

The FAA is adopting a new airworthiness directive (AD) for certain Boeing Model 747-100B SUD, 747-200B, 747-200C, 747-200F, 747- 300, 747-400, 747-400D, 747-400F, and 747SP series airplanes. This AD requires reconfiguring the clamps of certain wire bundles and applying insulating sealant to certain fasteners inside the fuel tanks. This AD results from fuel system reviews conducted by the manufacturer. We are issuing this AD to prevent arcing inside the fuel tanks in the event of a lightning strike or high-powered short circuit, which could result in a fuel tank explosion or fire.

The Commission adopts a new Table of Allotments for digital television (DTV) providing all eligible stations with channels for DTV operations after the DTV transition on February 17, 2009. The new DTV Table accommodates all eligible broadcasters, reflects to the extent possible the channel elections made by broadcasters, and is consistent with efficient spectrum use. The new DTV Table finalizes the channels and facilities necessary to complete the digital transition and ultimately will replace the existing DTV Table at the end of the DTV transition. The existing DTV Table continues to govern stations' DTV operations until the end of the DTV transition.

This document amends U.S. Customs and Border Protection (CBP) regulations to reflect the extension of import restrictions on certain archaeological material from Guatemala which were imposed by Treasury Decision (T.D.) 97-81 and extended by T.D. 02-56. The Acting Assistant Secretary for Educational and Cultural Affairs, United States Department of State, has determined that conditions continue to warrant the imposition of import restrictions. Accordingly, the restrictions will remain in effect for an additional 5 years, and the CBP regulations are being amended to indicate this second extension. These restrictions are being extended pursuant to determinations of the United States Department of State made under the terms of the Convention on Cultural Property Implementation Act in accordance with the United Nations Educational, Scientific and Cultural Organization (UNESCO) Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property. T.D. 97-81 contains the Designated List of archaeological material that describes the articles to which the restrictions apply.

Pursuant to National Environmental Policy Act of 1969, 42 U.S.C. 4332(2)(C), the National Park Service announces the availability of a Final Environmental Impact Statement for the Winter Use Plans, Yellowstone and Grand Teton National Parks and the John D. Rockefeller, Jr., Memorial Parkway, Wyoming. Seven alternative winter use management plans are evaluated in this EIS; alternative 7 is the NPS preferred alternative. Alternative 1 would put into place the provisions of the temporary winter use plan of August 2004, with some modifications. Alternative 2 would prohibit recreational snowmobiling in the parks in favor of snowcoach access. Alternative 3A would close much of Yellowstone to oversnow travel, leaving the South Entrance to Old Faithful route open to such use. A variation of alternative 3 (3B) is the no action alternativeit closes all routes to motorized oversnow recreation. This would be the outcome of the temporary plan, should no new decision be made. Four other alternatives (4, 5, 6, and 7) would allow varying levels of snowmobile and snowcoach access to continue in the parks. Alternative 4 would allow for increased snowmobile use, relative to historic numbers. Alternative 5 would allow for some unguided snowmobile use and would feature seasonal and flexible daily entry limits in Yellowstone. Alternative 6 would provide for plowing some roads in Yellowstone to allow commercial wheeled-vehicle access from West Yellowstone and Mammoth to Old Faithful. Preferred alternative 7 would provide for a balance of snowmobile and snowcoach use and protect park soundscapes, air quality, wildlife and other resources. In Yellowstone, the daily limit on snowmobiles would be 540 snowmobiles per day in Yellowstone. 65 snowmobiles would be allowed per day in Grand Teton and the Parkway. In Yellowstone, all snowmobilers would be required to travel with a commercial guide, and in both parks, all snowcoaches and most snowmobiles would be required to use Best Available Technology (BAT). 83 snowcoaches would be allowed into Yellowstone daily. The East Entrance would remain open for cross-country ski and snowshoe access.
