The
subject permit is requested under the
authority of the Marine Mammal
Protection Act of 1972, as amended (16
U.S.C. 1361 et seq.), and the regulations
governing the taking and importing of
marine mammals (50 CFR part 216).
SUPPLEMENTARY INFORMATION:
The applicant requests authorization
to import two male captive-born
juvenile harbor seals (Phoca vitulina)
from the New Brunswick Aquarium and
Marine Center, Shippagan, New
Brunswick, Canada to the North
Carolina Zoo. The applicant requests
this import for the purpose of public
display. The receiving facility, North
Carolina Zoological Park, 4401 Zoo
Parkway, Asheboro, NC 27205 is: (1)
open to the public on regularly
scheduled basis with access that is not
limited or restricted other than by
charging for an admission fee; (2) offers
an educational program based on
professionally accepted standards of the
American Association of Zoos and
Aquariums; and (3) holds an Exhibitor’s
License, number 55–C–0007, issued by
the U.S. Department of Agriculture
under the Animal Welfare Act (7 U.S.C.
2131–59).
In addition to determining whether
the applicant meets the three public
display criteria, NMFS must determine
whether the applicant has demonstrated
that the proposed activity is humane
and does not represent any unnecessary
risks to the health and welfare of marine
mammals; that the proposed activity by
itself, or in combination with other
activities, will not likely have a
significant adverse impact on the
species or stock; and that the applicant’s
expertise, facilities and resources are
adequate to accomplish successfully the
objectives and activities stated in the
application.

AGENCY:
SUMMARY: NMFS will host a meeting of
the Council Coordination Committee
(CCC), consisting of the Regional
Fishery Management Council chairs,
vice chairs, and executive directors in
January 2008. The intent of this meeting
is to discuss issues of relevance to the
Councils, including FY 2008 budget
allocations, implementation of
provisions from the Magnuson-Stevens
Fishery Conservation and Management
Reauthorization Act (MSRA), and
scientific fisheries research activities.
DATES: The meeting will begin at 9 a.m.
on Tuesday, January 8, 2008, recess at
5 p.m. or when business is complete;
reconvene at 8:30 a.m. on Wednesday,
January 9, 2008, and adjourn by 5 p.m.
or when business is complete; and
reconvene at 8:30 a.m. on Thursday,
January 10, 2007, and adjourn by noon.

Magnuson-Stevens Fishery
Conservation and Management
Reauthorization Act (MSRA) of 2006
established the Council Coordination
Committee (CCC) by amending Section
302 (16 U.S.C. 1852) of the MagnusonStevens Act. The committee consists of
the chairs, vice chairs, and executive
directors of each of the eight Regional
Fishery Management Councils
authorized by the Magnuson-Stevens
Act or other Council members or staff.
NMFS will host this meeting and
provide reports to the Committee for its
information and discussion. The main
topics of discussion will be the FY2008
budget allocation, implementation of
the provisions of the MSRA, and related
guidance and technical regulatory
changes. NMFS will also be holding a
joint session of the CCC with the NMFS
