Description of Project: The proposed project consists of: (1) 5 arrays, each consisting of ten, 100 kilowatt hydrokinetic turbine units, for a total installed capacity of 5 megawatts, (2) a proposed transmission line no greater than 2000 feet from the ‘‘node’’ array to the shore, (3) a mooring system which does not require the use of pilings to permanently attach the units to the bedrock but instead uses tethers and Danforth type anchors, and (4) appurtenant facilities. The project would have an average annual generation of 32.873 gigawatt-hours, which would be sold to a local utility. l. The term of the proposed preliminary permit would be 36 months. The work proposed under the preliminary permit would include economic analysis, preparation of preliminary engineering plans, and a study of environmental impacts. Based on the results of these studies, the Applicant would decide whether to proceed with the preparation of a development application to construct and operate the project. r.
