exceptions are loans made to veterans receiving VA compensation for 
service-connected disabilities, (or veterans whom, but for receipt of 
retirement pay, would be entitled to receive compensation) and 
unmarried surviving spouse of veterans who died in active military 
service or from service-connected disability regardless of whether the
