Marine Mammals

to conduct certain activities with
endangered marine mammals and/or
marine mammals. The applications
were submitted to satisfy requirements
of the Endangered Species Act of 1973,
as amended (16 U.S.C. 1531 et seq.)
and/or the Marine Mammal Protection
Act of 1972, as amended (16 U.S.C. 1361
et seq.), and the regulations governing
endangered species (50 CFR part 17)
and/or marine mammals (50 CFR part
18). Written data, comments, or requests
for copies of the complete applications
or requests for a public hearing on these
applications should be submitted to the
Director (address above). Anyone
requesting a hearing should give
specific reasons why a hearing would be

Applicant: Detroit Zoological Society,

The applicant requests a permit for
permanent placement of one nonreleasable male polar bear (Ursus
maritimus) for the purpose of public
display. The animal was recovered as an
orphaned cub in Alaska in 1988. The
Service has determined that this animal
does not demonstrate the skills and
abilities needed to survive in the wild.
Applicant: Florida Fish and Wildlife
Conservation Commission, Fish and
Wildlife Research Institute, St.
Petersburg, FL, PRT–773494.
The applicant requests renewal and
amendment of their permit to capture,
tag, drug, collect biological specimens,
photograph, aerial survey, and harass
Florida manatees (Trichechus manatus)
and to import, export, and re-export
biological specimens from all manatees
(T. manatus, T. inunguis, and T.
senegalensis) and dugongs (Dugong
dugon) for the purpose of scientific
research. This notification covers
activities to be conducted by the
applicant over a five-year period.
Concurrent with the publication of
this notice in the Federal Register, the
Division of Management Authority is
forwarding copies of the above
applications to the Marine Mammal
Commission and the Committee of
Scientific Advisors for their review.

ACTION: Notice.
AGENCY:
SUMMARY: On behalf of the U.S.
Department of Agriculture (USDA),
Forest Service, the Secretary of the
Interior proposes to extend Public Land
Order No. 6669 for an additional 20-year
period. The order withdrew National
Forest System land from mining to
protect the Lincoln Gulch Historic Site.
This notice also gives an opportunity to
comment on the proposed action and to
request a public meeting. The land has
been and will remain open to the
appropriate forms of surface entry and
mineral leasing.
