NedPower Mount Storm, LLC; Notice of Issuance of Order

November 8, 2007.
    NedPower Mount Storm, LLC (NedPower) filed an application for 
market-based rate authority, with an accompanying rate schedule. The 
proposed market-based rate schedule provides for the sale of energy and 
capacity at market-based rates. NedPower also requested waivers of
