a negative declaration submitted by the
Nevada Division of Environmental
Protection. The negative declaration
certifies that other solid waste
incinerator units, which are subject to
the requirements of sections 111(d) and
129 of the Clean Air Act, do not exist
within the agency’s air pollution control
jurisdiction.
DATES: Any comments on this proposal
must arrive by November 30, 2007.

severed from the remainder of the rule,
we may adopt as final those provisions
of the rule that are not the subject of an

SUMMARY: In this document, the
Commission seeks comment on
revisions to the Commission’s program
access and retransmission consent rules
and whether it may be appropriate to
preclude the practice of programmers to
tie desired programming with undesired
programming. In the NPRM, the
Commission also seeks comment on
whether to revise its procedures for
resolving program access complaints.
