31, 2007, the Committee for Purchase
From People Who Are Blind or Severely
Disabled published notice (72 FR 50323)
of proposed additions to the
Procurement List.
After consideration of the material
presented to it concerning capability of
qualified nonprofit agencies to provide
the service and impact of the addition
on the current or most recent
contractors, the Committee has
determined that the service listed below
is suitable for procurement by the
Federal Government under 41 U.S.C.
46–48c and 41 CFR 51–2.4.

I certify that the following action will
not have a significant impact on a
substantial number of small entities.
The major factors considered for this
certification were:
1. The action will not result in any
additional reporting, recordkeeping or
other compliance requirements for small
entities other than the small

2. The action will result in
authorizing small entities to furnish the
service to the Government.
3. There are no known regulatory
alternatives which would accomplish

SUMMARY: On March 2, 2007, in
response to a request from an interested
party, the Department of Commerce
initiated a changed–circumstances
review of the antidumping duty order
on ball bearings and parts thereof from
France. On March 9, 2007, the
Department self–initiated changed–
circumstances reviews of the
antidumping duty orders on ball
bearings and parts thereof from Italy and
the United Kingdom. We are now
rescinding the changed–circumstances
reviews for France and Italy because we
have initiated administrative reviews
covering the firms in question and
intend to address any considerations
arising from the changed–circumstances

Background
The Department of Commerce (the
Department) published antidumping
duty orders on ball bearings and parts
thereof (ball bearings) from France,
Italy, and the United Kingdom on May
15, 1989. See Antidumping Duty Orders:

On August 11, 2000, the Department
revoked the antidumping duty order on
ball bearings from Italy with respect to
those produced by Somecat S.p.A.
(SNFA Italy)1 and the order on ball
bearings from France with respect to
those produced by Societe Nouvelle de
Fabrication Aeronautique S.A.S.U.
(SNFA France). See Antifriction
