Additionally, the Commission has the authority to ensure that Mobile Satellite Service (MSS) providers establish and maintain Emergency Call Center Service pursuant to 47 CFR 25.284. The recordkeeping and reporting requirements include data on MSS call center usage such as the aggregate number of calls that the call centers receive and the number of calls that required forwarding to a local Public Safety Answering Point (PSAP). The Commission uses this data to monitor compliance with the call center requirement and track usage trends. The Commission will consider granting applications on the basis of interference agreements if it finds that such grants will serve the public interest. These agreements must be signed by all parties to the agreement. In addition, the Commission needs the following information to enable such public interest determinations: A list of parties predicted to receive additional interference from the proposed facility, a showing as to why a grant based on the agreements would serve the public interest, and technical studies depicting the additional interference. On April 23, 2007, the Commission released a Second Report and Order, FCC 07–56, ET Docket No. 03–201. The Commission amended the rules to provide for more efficient equipment authorization of both existing modular transmitter devices and emerging partitioned (or ‘‘split’’) modular transmitter devices in Section 15.212. Single modular transmitters consist of a completely self-contained radio frequency transmitter device that is typically incorporated into another product, host or device. Split modular transmitters consist of two components: a radio front-end with antenna (or radio devices) and a transmitter control element (or specific hardware on which the software that controls the radio operation resides). All single or split modular transmitters are approved with an antenna. The modular transmitter must be labeled with its own FCC ID number, and if the FCC ID number is not visible when the module is installed inside another device, then the outside of the device into which the module is installed must also display a label referring to the enclosed module.
