In the NPRM, the Commission stated it would hold a hearing on the proposed rules on October 17, 2007. The Commission has determined that an additional day of public hearing will be necessary to accommodate all those who wish to appear. ACTION: Supplemental notice of proposed rulemaking (NPRM); reopening of the comment period. SUMMARY: We are revising an earlier NPRM for the products listed above. This proposed AD results from mandatory continuing airworthiness information (MCAI) originated by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as: One P–180 aircraft experienced a jamming of its longitudinal flight control cables. Investigations revealed that its fuselage drain holes were plugged, and water was trapped in the lower fuselage. As a consequence of plugged drain holes, water can accumulate and freeze when the aircraft reaches and holds altitudes where temperature is below the freezing point. If not corrected this may cause the loss of control of the airplane. The proposed AD would require actions that are intended to address the unsafe condition described in the MCAI. Discussion We proposed to amend 14 CFR part 39 with an earlier NPRM for the specified products, which was published in the Federal Register on April 11, 2007 (72 FR 18155). That earlier NPRM proposed to require actions intended to address the unsafe condition for the products listed above. Since that NPRM was issued, we determined that the original service bulletin includes affected pages of the Piaggio P.180 Avanti Maintenance Manual (AMM) that should become part of the AD.
