of Complex Trade to afford an exception
from Trade-Through liability in the case
of the execution of a synthetic option
order 10 to buy or sell a stated number
of units of an underlying stock or a
security convertible into the underlying
stock (‘‘convertible security’’), coupled
with the purchase or sale of option
contract(s) on the opposite side of the
market representing either (A) the same
number of units of the underlying stock
or convertible security; or (B) the
number of units of the underlying stock
or convertible security necessary to
create a delta neutral position, but in no
case in a ratio greater than eight (8)
option contracts per unit of trading of
the underlying stock or convertible
security established for that series by
the Clearing Corporation.
The Exchange believes that the
proposed rule change should provide
consistency in the Exchange’s rules with
rules proposed by the other Linkage
Plan Participants.
2. Statutory Basis
The Exchange believes that its
proposal is consistent with Section 6(b)
of the Act,11 in general, and furthers the
objectives of Section 6(b)(5) of the Act,12
in particular, in that it is designed to
promote just and equitable principles of
trade, to remove impediments to and
perfect the mechanism of a free and
open market and a national market
system, and, in general, to protect
investors and the public interest, by
modernizing the Exchange’s rules.

Statement on Burden on Competition
The Exchange believes that the
proposed rule change will not impose
any burden on competition that is not
necessary or appropriate in furtherance
of the purposes of the Act.

hereby given that as a result of Public
Law 106–50, the Veterans
Entrepreneurship and Small Business
Development Act of 1999, this notice
establishes the application filing period
for the Military Reservist Economic
Injury Disaster Loan Program.
Effective 10/01/2007, small
businesses employing military reservists
may apply for economic injury disaster
loans if those employees are called up
to active duty during a period of
military conflict existing on or after
March 24, 1999 and those employees are
essential to the success of the small
business daily operations.
The purpose of the Military Reservist
economic injury disaster loan program
(MREIDL) is to provide funds to eligible
small businesses to meet its ordinary
and necessary operating expenses that it
could have met, but is unable to meet,
because an essential employee was
called-up to active duty in their role as
a military reservist. These loans are
intended only to provide the amount of
working capital needed by a small
business to pay its necessary obligations
as they mature until operations return to
normal after the essential employee is

SUMMARY: Notice is hereby given of the
following determinations: Pursuant to
the authority vested in me by the Act of
October 19, 1965 (79 Stat. 985; 22 U.S.C.
2459), Executive Order 12047 of March
27, 1978, the Foreign Affairs Reform and
Restructuring Act of 1998 (112 Stat.
2681, et seq.; 22 U.S.C. 6501 note, et
seq.), Delegation of Authority No. 234 of
October 1, 1999, Delegation of Authority
No. 236 of October 19, 1999, as
amended, and Delegation of Authority
No. 257 of April 15, 2003 [68 FR 19875],
I hereby determine that the objects to be
included in the exhibition ‘‘Wine,
