Need: Under the authority of 46 U.S.C. 6104, the Coast Guard has promulgated regulations in 46 CFR part 28 to improve the overall safety of commercial fishing industry vessels. The rules allowing the collection provide a means of verifying compliance and enhancing safe operation of fishing vessels. Respondents: Owners, agents, individuals-in-charge of commercial fishing vessels, and insurance underwriters. Frequency: On occasion. Burden Estimate: The estimated burden has decreased from 7,720 hours to 5,917 hours a year. 4. Title: Advance Notice of Vessel Arrival. OMB Control Number: 1625–0100. Summary: The Ports and Waterways Safety Act authorizes the Coast Guard to require pre-arrival messages from any vessel entering a port or place in the United States. Need: This information is required under 33 CFR part 160 subpart C to control vessel traffic, develop contingency plans, and enforce regulations. Respondents: Vessel owners and operators. You are authorized to provide Public Assistance in the designated areas, Hazard Mitigation throughout the State, and any other forms of assistance under the Stafford Act that you deem appropriate. Consistent with the requirement that Federal assistance be supplemental, any Federal funds provided under the Stafford Act for Hazard Mitigation will be limited to 75 percent of the total eligible costs. Federal funds provided under the Stafford Act for Public Assistance also PO 00000 Frm 00074 Fmt 4703 Sfmt 4703 will be limited to 75 percent of the total eligible costs, except for any particular projects that are eligible for a higher Federal cost-sharing percentage under the FEMA Public Assistance Pilot Program instituted pursuant to 6 U.S.C. 777. Further, you are authorized to make changes to this declaration to the extent allowable under the Stafford Act. Parker, of FEMA is appointed to act as the Federal Coordinating Officer for this declared disaster.
