SUPPLEMENTARY INFORMATION: In July
1943, the DOI, TVA, Swain County,
North Carolina, and the State of North
Carolina entered into a MOA that dealt
with the creation of Fontana Dam and
Reservoir and the flooding of lands and
roads within Swain County. As part of
that agreement, 44,170 acres of land
were ultimately transferred to the DOI
and made part of the Great Smoky
Mountains National Park. The MOA
also contained a provision by which the
DOI was to construct a road through the
Park, along the north shore of the newly
formed Fontana Reservoir, to replace the
flooded NC Hwy. 288, contingent upon
funds being appropriated by Congress.
The FEIS evaluates potential
environmental consequences of
implementing the action alternatives on
the Great Smoky Mountains and the
Appalachian National Scenic Trail.
Impact topics include the human
environment, physical environment,
natural and cultural resources,
aesthetics and visual resources, visitor
use and experience, and Park
operations. Direct, indirect, and
cumulative impacts along with options
to address potential impacts were
evaluated and are described for each
resource area.
The FEIS is being mailed to
appropriate Federal, State and local
agencies and organizations which have
been involved with the project, have
expressed, or are known to have an
interest or legal role in this proposal.
After public review of the FEIS, a
ROD will be prepared. The ROD is

scheduled for completion by the end of
2007.

AGENCY:
SUMMARY: The Colorado River Basin
Salinity Control Advisory Council
(Council) was established by the
Colorado River Basin Salinity Control
Act of 1974 (Pub. L. 93–320) (Act) to
receive reports and advise Federal
agencies on implementing the Act. In
accordance with the Federal Advisory
Committee Act, the Bureau of
Reclamation announces that the Council
will meet as detailed below.
Dates and Location: The Council will
conduct its annual meeting at the
following time and location:
Tuesday, October 30, 2007—Santa Fe,
New Mexico—The meeting will be held
at the Hotel Santa Fe, 1501 Paseo de
Peralta. The meeting will begin at 8
a.m., recess at approximately 1 p.m.,
and reconvene briefly the following day
at 1 p.m.
ADDRESSES: The meeting of the Council
is open to the public. Any member of
the public may file written statements
with the Council before, during, or up
to 30 days after the meeting, in person
or by mail. To the extent that time
permits, the Council chairman will
allow public presentation of oral
comments at the meeting. To allow full
consideration of information by Council
members, written notice must be
provided to Kib Jacobson, Bureau of
Reclamation, Upper Colorado Regional
Office, 125 South State Street, Room

Management, U.S. Fish and Wildlife
Service, and United States Geological
Survey of the Department of the Interior;
the Natural Resources Conservation
Service of the Department of
Agriculture; and the Environmental
Protection Agency will each present a
progress report and a schedule of
activities on salinity control in the
Colorado River Basin. The Council will
discuss salinity control activities and
the contents of the reports.
