Summary of Collection: Title 7 U.S.C. 8301 the Animal Protection Act authorizes the Secretary of Agriculture to take such measures to prevent the introduction or dissemination of any contagious or communicable disease of animal or live poultry from a foreign country into the United States or from one State to another. Disease prevention is the most effective method for maintaining a healthy animal population and enhancing the Animal and Plant Health Inspection Service (APHIS) ability to compete in the world market of animal and animal product trade. Highly pathogenic avian influenza is an extremely infectious and fatal form of influenza in chickens and can strike poultry quickly without any warning signs. APHIS will collect information using forms VS 17–129, 17– 8, and 16–3. Need and Use of the Information: APHIS will collect information to ensure that U.S. origin pet birds, performing or theatrical birds and poultry undergo appropriate examinations before entering the United States. Without the information, it would be impossible for APHIS to establish an effective line of defense against an introduction of highly pathogenic avian influenza. ACTION: Notice of public meeting and request for comments. AGENCY: SUMMARY: The Office of the Under Secretary for Food Safety, U.S. Department of Agriculture (USDA), and the Food and Drug Administration (FDA), U.S. Department of Health and Human Services, are sponsoring a public meeting on September 26, 2007. The objective of the public meeting is to provide information and receive public comments on agenda items and draft United States positions that will be discussed at the Thirty-ninth Session of the Codex Committee on Food Hygiene (CCFH) of the Codex Alimentarius Commission (Codex), which will be held in Delhi, India, from October 30– November 4, 2007. The Under Secretary for Food Safety and FDA recognize the importance of providing interested parties with the opportunity to obtain background information on the 39th Session of the CCFH and to address items on the agenda.
