AGENCY:
Pursuant to section 10(a)(2) of
the Federal Advisory Committee Act
(Pub. L. 92–463, 5 U.S.C. App. 2), notice
is hereby given of a meeting of the
Commercial Space Transportation
Advisory Committee (COMSTAC). The
meeting will take place on Thursday,
October 11, 2007, starting at 8 a.m. at
the Federal Aviation Administration
Headquarters Building, 800
Independence Avenue SW.,
Washington, DC., in the Bessie Coleman
Conference Center, located on the 2nd
Floor. This will be the forty-sixth
meeting of the COMSTAC.
The proposed agenda for the meeting
will feature briefings on Operationally
Responsive Space and China’s space
activities, a report on activities in the
FAA Office of Commercial Space
Transportation (AST), and COMSTAC
Working Group reports. An agenda will
be posted on the FAA Web site at

invites public comment on the
application to impose a PFC at Ronald
Reagan Washington National Airport
(DCA), and use the Revenue from the
PFC at Washington Dulles International
Airport (IAD) under the provisions of
the 49 U.S.C. 40117 and part 158 of the
Federal Aviation Regulations (14 CFR
part 158).
DATES: Comments must be received on
or before October 18, 2007.

SUPPLEMENTARY INFORMATION: The FAA
proposes to rule and invites public
comment on the application to impose
a PFC at Ronald Reagan Washington
National Airport (DCA), and use the
Revenue from the PFC at Washington
Dulles International Airport (IAD) under
the provisions of 49 U.S.C. 40117 and
Part 158 of the Federal Aviation
Regulations (14 CFR part 158).
On June 21, 2007, the FAA
determined that the application to
impose and use the revenue from a PFC
submitted by Metropolitan Washington
Airport Authority was substantially
complete within the requirements of
section 158.25 of part 158. The FAA
will approve or disapprove the
application, in whole or in part, no later
than October 21, 2007.
The following is a brief overview of
the application.
Proposed charge effective date:
January 1, 2011.
Proposed charge expiration date: May
1, 2014.
Level of the proposed PFC: $4.50.
Total estimated PFC revenue:
$124,914,400.
Brief description of proposed
project(s): Expansion of the
International Arrival Building (IAB).
Class or classes of air carriers which
the public agency has requested not be
required to collect PFCs: Non
Scheduled/On Demand Air Carriers
Filing Form 1800–31.
Any person may inspect the
