10 optimum yields for groundfish
species from new stock assessments and
rebuilding analyses, consider
recommendations for 2009–10
management measures, consider
recommendations for inseason
adjustments to 2007 and 2008
groundfish fisheries, consider
recommendations for 2008 exempted
fishing permits, consider
recommendations and implications for
implementing mandates in the reauthorized Magnuson-Stevens Fishery
Conservation and Management Act,
consider recommendations for
intersector allocations of groundfish
species, and consider recommendations
for developing a trawl rationalization
program. The GMT may also address
other assignments relating to groundfish
management. No management actions
will be decided by the GMT. The GMT’s
role will be development of
recommendations for consideration by
the Council at its November meeting in
San Diego, CA.

the Defense Base Closure and
Realignment Act of 1990. It provides a
partial list of military installations
closing or realigning pursuant to the
2005 Defense Base Closure and
Realignment (BRAC) Report. It also
provides a corresponding listing of a
successor Local Redevelopment
Authority (LRA) for Fort Monroe,
Virginia recognized by the Secretary of
Defense, acting through the Department
of Defense Office of Economic
Adjustment (OEA), as well as the point
of contact, address, and telephone
number for the successor LRA for this
installation. Representatives of state and
local governments, homeless providers,
and other parties interested in the
redevelopment of the installation
should contact the person or
organization listed. The following
information will also be published
simultaneously in a newspaper of
general circulation in the area of the
installation. There will be additional
Notices providing this same information
about LRAs for other closing or
realigning installations where surplus
government property is available as
those LRAs are recognized by the OEA.

SUMMARY: Pursuant to 5 U.S.C.
4314(c)(4), the Department of the Navy
(DON) announces the appointment of
members to the DON’s numerous Senior
Executive Service (SES) Performance
Review Boards (PRBs). The purpose of
the PRBs is to provide fair and impartial
review of the annual SES performance
appraisal prepared by the senior
executive’s immediate and second level
supervisor; to make recommendations to
