AGENCY: SUMMARY: Under the Class II provisions of Title IV, Public Law 97–451, and 43 CFR 3108.2–3, the Bureau of Land Management (BLM) received a petition for reinstatement of Non-Competitive oil and gas lease NMNM 111742 from the lessee, Blue Dolphin Energy, LLC, for lands in Rio Arriba County, New Mexico.
