Financial Management Service (FMS)
Performance Review Board (PRB).

Pursuant
to 5 U.S.C. 4314(c)(4), this notice is
given of the appointment of individuals
to serve as members of the FMS PRB.
This Board reviews the performance
appraisals of career senior executives
below the Assistant Commissioner level
and makes recommendations regarding
ratings, bonuses, and other personnel
actions. Four voting members constitute
a quorum. The names and titles of the
FMS PRb members are as follows:

SUMMARY: The Department of the
Treasury, as part of its continuing effort
to reduce paperwork and respondent
burden, invites the general public and
other Federal agencies to take this
opportunity to comment on proposed
and/or continuing information
collections, as required by the
Paperwork Reduction Act of 1995,
Public Law 104–13 (44 U.S.C.
3506(c)(2)(A)). Currently, the IRS is
soliciting comments concerning Form
8851, Summary of Archer MSAs.

OMB Number: 1545–1743.
Form Number: 8851.
Abstract: Internal Revenue Code
section 220(j)(4) requires trustees, who
establish medical savings accounts, to
report the following: (a) Number of
medical savings accounts established
before July 1 of the taxable year
(beginning January 1, 2001), (b) name
and taxpayer identification number of
each account holder and, (c) number of
accounts which are accounts of
previously uninsured individuals. Form
8851 is used for this purpose.
Current Actions: There are no changes
being made to the form at this time.
Type of Review: Extension of a
currently approved collection.
Affected Public: Business or other forprofit organizations.
Estimated Number of Respondents:
200,000.
Estimated Time per Respondent: 7
hours, 42 minutes.

of the information to be collected; (d)
ways to minimize the burden of the
