Texas Eastern states that although a project of this scope would otherwise qualify for construction under the blanket certificate procedures, proposing an initial rate under Rate Schedule MLS– 1 requires a section 7(c) application. Texas Eastern states that the capital cost used to calculate the Cedar Bayou Lateral Project cost of service is $16,514,000.
