Under Section 19, any difference between WTG’s actual purchased gas costs and its spot market-based pricing mechanism is refunded or surcharged to its two jurisdictional customers annually, with interest. WTG states that the report indicates that WTG undercollected its actual costs by $98,098 during the reporting period.
