solicited orders and providing for
participation guarantees for equity and
index options, and it believes that
extending the applicability of such
provisions to U.S. dollar-settled FCOs
raises no new or novel issues.30 The
Commission also believes that the other
proposed clarifications to Phlx’s rules
serve to enhance the proposal and raise
no new regulatory issues. Therefore, the
Commission believes that the proposed
rule changes relating to the listing and
trading of U.S. dollar-settled FCOs on
the New Currencies on Phlx do not raise
additional significant regulatory issues
that have not been previously
considered by the Commission. As such,
the Commission believes that it is
appropriate to allow the Exchange to
immediately list and trade U.S. dollarsettled FCOs on the New Currencies.
Accordingly, the Commission finds
good cause to accelerate approval of the
amended proposal prior to the thirtieth
day after publication in the Federal
Register.
