(Saracen Energy) filed an application for marketbased rate authority, with an accompanying rate schedule. The proposed market-based rate schedule provides for the sale of energy, capacity and ancillary services at market-based rates. Saracen Energy also requested waivers of various Commission regulations. In particular, Saracen Energy requested that the Commission grant blanket approval under 18 CFR Part 34 of all future issuances of securities and assumptions of liability by Saracen Energy. On July 3, 2007, pursuant to delegated authority, the Director, Division of Tariffs and Market Development—West, granted the requests for blanket approval under Part 34 (Director’s Order). The Director’s Order also stated that the Commission would publish a separate notice in the Federal Register establishing a period of time for the filing of protests.     Take notice that on June 29, 2007, Rockies Express Pipeline LLC 
(REX) tendered for filing as part of its FERC Gas Tariff, Twenty-Third 
Revised Sheet No. 22, to be effective July 1, 2007.
    Any person desiring to intervene or to protest this filing must 
file in accordance with Rules 211 and 214 of the Commission's Rules of 
Practice and Procedure (18 CFR 385.211 and 385.214). Protests will be 
considered by the Commission in determining the appropriate action to
